Can i transfer a sim card from my atampt phone to anthor Atampt phone?

Can i transfer a sim card from my atampt phone to anthor Atampt phone?
I was just wondering if i could that cause i was looking to buy a Pantech Matrix or the Samsung a Propell? if i do that i shouldnt get any random charges on my bill right? oh and will the phone work if i just put my sim card into it from my old phone? Thank you for answering my question.
